Supports a galaxy with any number of systems, but I think too many systems isn't very fun, however too many players is a lot of fun. Supports up to 8 players, but it wouldn't be too difficult to add more except that the color differentiation becomes an issue.

Unowned systems have a strength of 0. Owned systems have a strength of 1, but can and their strength to a fleet in another system. To conquer a system, a fleet must be sent with a higher strength than the one stationed there.
